一直以来，居民转供电的问题，困扰着不少人。转供电让居民们强烈不满主要有三个原因：

一是小区供电卡口问题严重。变压器、线路等配套电力设施不好，无法满足居民负荷需求。

二是普遍存在较大安全隐患。物业公司对电力设施的运行维护重视不够、配电设施年久失修。

三是物业违规加价。“转供电”电价从0.7元到1元不等，远高于供电公司直供电价，不少小区还将电费与物业费进行捆绑。

为了缓解这些矛盾，8月15日起，荆门市物价局开始执行《关于荆门市市辖区非直抄用户用电价格政策的相关规定》，新规对转供电的电价以及相关细则做出了规定，那这些规定到底执行的怎样呢？

荆门市物价局和荆门市房管局发出通知，从8月15日起，荆门市非直抄用户用电严格执行湖北省目录电价政策：居民合表用电，不满1千伏0.58元/千瓦时，1-10千伏0.57元/千瓦时。任何单位、组织、个人不得以任何理由和方式以提高目录电价标准的方式向用户捆绑收取相关费用。按照规定，荆门辖区居民非直抄用户对用电总表分表之间的正常损耗，统一按所有用户各分表电量公平分摊。居民用电非直抄用户执行目录电价，总表与分表之间差异电量的正常损耗计入比例不得超过总表计量数的7%。

对于新规的相关内容，使用转供电小区的居民们都知道吗？

从采访中看，大家对转供电新规并不了解。那新规的实施情况又怎样呢？记者咨询了荆门市消费者委员会，新规执行以来的居民转供电投诉情况，消协的数据显示，在新规执行一周多的时间，已经有两起关于转供电的投诉了。随后，记者来到了被投诉的白云小区了解情况。

付女士在白云小区居住了11年，一直使用的是“高价”转供电，这让电费成了她家一笔不小的开支，特别是夏季用电高峰时节。

虽然没有任何形式的通知，白云小区还是有不少居民知道了转供电的新规，也去小区电费收缴处询问过。

袁先生告诉记者，小区电费收缴处工作人员的答复是未收到上级通知，难道他们真的不知道转供电新规？对此，记者进行了调查。

在记者的一番询问下，工作人员终于承认，其实他们已经知道了新规，但是这个新规他们还在商量当中。

新规中明确规定“物业服务主体（执收主体）或业主委员会抄表发生的人工费用，不得在物业服务费外向用户另行收取。”说到底，白云小区是将电费与物业费进行捆绑。多的电费用于发放工作人员的工资了。

随后记者又来到了另一个被投诉的景山花园小区。

郑先生所说的电损，新规里明确指出“居民用电非直抄用户执行目录电价，总表与分表之间差异电量的正常损耗计入比例不得超过总表计量数的7%。居民非直抄用户对用电总表分表之间的正常损耗之外，由于管理不善导致的窃电损失等，不得转嫁用户。”而景山花园这么糊里糊涂转嫁电损到居民头上，显然是不合规的，为了核实情况，记者来到了景山花园物业办公室。

对于居民投诉的这两个小区不执行转供电新规的情况，记者询问荆门市物价局该如何处理。

负责人介绍，对于各物业服务主体经告诫提醒后，仍不执行国家电价政策的，市物价局将依法开展监督检查。对违反国家电价政策，擅自提高供电价格，增加居民和工商企业用电负担的，责令改正，没收违法所得，并处违法所得5倍以下罚款；没有违法所得的，处5万元以上50万元以下罚款，情节较重的处50万元以上200万元以下罚款；对物业服务经营者不执行明码标价规定的，处5000元以下罚款。对情节严重、性质恶劣的典型案件，市物价局还将公开曝光。近期物价局还会针对居民电价进行一个专项的整治。
